Why Enterprise AI Needs a Control Plane
The Shift from Advisory AI to Autonomous Execution
For the past several years, enterprise AI has primarily functioned within the "advisory" paradigm. Large Language Models (LLMs) were used to summarize documents, draft emails, or generate code snippets. In this model, a human remained firmly at the center of the loop, reviewing output before any action was taken. The risk was bounded by human vetting.

The Difference Between Observability and Governance
There is a common misconception that better observability equals better governance. It does not.
Observability tells you what happened: "The agent deleted the production database at 3:00 PM." Governance determines what is allowed to happen: "The agent is forbidden from issuing any 'delete' commands to the production database, regardless of its reasoning."
Observability is a passive, post-hoc function. Governance is an active, runtime-authoritative function. In an autonomous world, knowing that something went wrong after the fact is a failure of architecture. We need systems that intercept and validate actions before they are committed to the system of record.
Why Runtime Interception Becomes Necessary
To achieve true governance, the system must have the ability to intercept execution at the "moment of intent." This is known as runtime interception. When an AI agent decides to call an API or execute a tool, that request must be routed through a control plane that evaluates the request against a set of deterministic enterprise policies.
This interception layer acts as the "Check and Balance" for the AI's probabilistic engine. It ensures that no matter how sophisticated the agent's reasoning is, it cannot bypass the fundamental constraints of the organization.
Governance vs Application Logic
A critical mistake in early AI deployments is embedding governance logic directly into the AI's prompt or the application code. This leads to "policy sprawl," where different agents follow different rules, and there is no single source of truth for what is allowed.
Governance must be decoupled from execution logic.
